UK ETS and UKA Basics
A UK scheme under UK rules
The UK ETS is administered by the UK authorities under UK legislation. Participation, reporting and surrender all follow the UK scheme's own requirements and timetable.
1 UKA for 1 tonne of CO₂e
One UK Allowance (UKA) corresponds to one tonne of CO₂ equivalent. The quantity to surrender is based on the emissions figure for surrender after applicable deductions.
Separate from the EU ETS
The UK ETS is a separate scheme with its own registry accounts and its own unit. UKAs and EUAs are different units, and an EUA cannot be used to meet a UK ETS surrender obligation.

Which Ships and Which Emissions Are Covered
Scope of UK Domestic Maritime Rules
- From 1 July 2026, ships of 5,000 GT and above are covered, regardless of flag, for voyages between UK ports, including voyages that depart from and return to the same UK port.
- Emissions produced by these ships while in UK ports are also covered. This can apply during an international voyage, although international voyages themselves are not covered by the current domestic rules.
- The gases covered are carbon dioxide (CO₂), methane (CH₄) and nitrous oxide (N₂O).
- Offshore ships of 5,000 GT and above are brought into scope from 1 January 2027.
- Specific exemptions and deductions follow the applicable rules.

The reporting deadline and the allowance surrender deadline are separate requirements.
